Of course, our president has no credibility on environmental policy, perhaps even less than he has on military policy. Bush, who rejected the 1997 Kyoto Protocol shortly after taking office in 2001, spoke about the environment during a question-and-answer session following a speech on the federal budget. The United Nations is sponsoring a conference on climate in Bali in December.
